Kranglefanter med kupplaner

I morgentimene 07.12.2022 gikk rundt 5.000 politifolk i Tyskland til aksjon mot en rekke eiendommer. Også i Italia og Østerrike ble det foretatt arrestasjoner. Bakgrunn for razziaene var mistanke om dannelse av terrororganisasjon. 52 mennesker ble siktet, hvorav 25 ble varetektsfengslet.

Elitesoldater og “klarsynte”

De siktede utgjorde en heller uensartet gruppe. Her fant man blant annet tidligere elitesoldater, en gourmetkokk, en taktekker, en pilot, en våpenhandler og en tenorsanger. I tillegg holdt gruppen seg med intet mindre enn to såkalt klarsynte. Det vekket oppsikt at en av de pågrepne var dommer og tidligere medlem i den tyske forbundsdagen, Birgit Malsack-Winkemann. Mindre overraskende var det kanskje at partiet hun representerte var det sterkt høyreorienterte Alternative für Deutschland.

Lederen for gruppen var den 71 år gamle adelsmannen Heinrich Reuss. Ifølge tyske myndigheter planla gruppen statskupp med militære midler. Etter å ha dannet en overgangsregjering, skulle de forhandle med de seirende makter etter 2. verdenskrig om nyordningen av den tyske stat. Eller, rettere sagt: reforhandling av avtalen med de allierte etter 2 verdenskrig. (Se faktaboks.) Uvisst av hvilken grunn var det kun aktuelt å forhandle med Russland. Dette fremstår spesielt pussig med tanke på at dagens russiske stat strengt tatt ikke en gang var en av de fire opprinnelige okkupasjonsmaktene. Den aldrende adelsmannen hadde allerede kontaktet representanter for russiske myndigheter, men blitt avvist.

Fiendeliste

Gruppen hadde i tillegg pekt ut sine fremtidige ministre for justis-, helse- og utenriksdepartement. Statsoverhode skulle selvsagt være Heinrich Reuss. Ingen seriøse kilder tror gruppen ville kunne lykkes militært. Det er dessverre heller ikke tvil om at hadde kunnet skadet en rekke mennesker. Gruppen hadde gjennomført skytetrening under ledelse av de tidligere yrkesmilitære, Politiet mistenkte at gruppen hadde konkrete planer om å trenge seg bevæpnet inn i den tyske Forbundsdagen. Gruppen skal også ha laget en “fiendeliste” med atten navn, alle journalister og toppolitikere.

Det bør understrekes at gruppen som ble pågrepet denne desembermorgenen i fjor bare er én av flere. Og at kun 10% synes å være beredt til å bruke vold. Internt er det også store meningsforskjeller og strid mellom markante personligheter. Typisk krangles det om hvilke grenser som egentlig gjelder for dette riket. Skal områder som i dag ligger i Polen og Frankrike være med? Er regjeringen i Berlin bare et AS, eller et marionettregime for okkupanter? Eller begge deler? Hvordan melder man seg egentlig ut av Forbundsrepublikken Tyskland? Om det i det hele tatt er nødvendig. Man får forskjellige svar alt ettersom hvem man spør. Det alle synes å ha felles er et tøylesløst paragrafrytteri. Rettsapparatet belastes med søksmål etter søkmål. Offentlige kontorer dynges ned av lange brev med intrikate resonnement på syltynt juridisk grunnlag. Mangelen på hjemmel søkes iblant kompensert ved regelrette trusler mot de ansatte. Pågangen av krangevorne riksborgere mot forvaltningen har de siste fem årene vært så voldsom at det nå tilbys spesielle kurs for at tjenestemennene skal kunne håndtere dem.

Disse årlige rapportene viser stadig stigende tall. Under koronapandemien samlet riksborgere, kristenkonservative, vaksinemotstandere, høyreorienterte og tilhengere av medisinsk behandling uten udokumentert effekt seg hver mandag til protest mot smitteverntiltakene. Etter at Russland 24. februar 2022 gikk til fullskala invasjon av Ukraina, synes det også å tilkomme en økende andel Putin-tilhengere. Mandagsdemonstrasjoner er et kjent begrep i Tyskland. Opprinnelig var det en betegnelse for demonstrasjonene mot DDR-regimet høsten 1989, altså frem til Berlinmurens fall. For en utlending oppleves betegnelsen mandagsdemonstrasjon noe umusikalsk i forbindelse med disse underlige opptogene. Det gjør det antagelig også for den jevne tysker.

Hvordan startet denne bevegelsen? Det følger i neste uke med den merkelige historien om Wolfgang Ebel, selvutnevnt rikskansler og Tysklands første riksborger.

2+4-avtalen

Undertegnet 12.september 1990 mellom Vest-Tyskland og Øst-Tyskland (2), og Sovjetunionen, USA, Storbritannia og Frankrike (4). De 4 statene hadde i forskjellig grad virket som okkupasjonsmakter i Tyskland etter siste verdenskrig. Med 2+4-avtalen ble de gjenværende okkupasjonsrettslige rettigheter i Tyskland opphevet, hvilket formelt åpent for landets gjenforening.
