Wolfgang Ebel – den første riksborgeren

Selvutnevnte rikskansler Wolfgang Ebel styrte et enormt imaginært rike. Kun postkassen hans var høyst reell.

I 1980 var Tyskland delt i to stater, og Berlin var en delt by. Det var likevel ikke til hinder for at det var det østtyske jernbaneverket som drev t-banen i hele byen. Dette ble akseptert av Vest-Tyskland under henvisning til en kreativ (-og beleilig) juridisk konstruksjon: Det østtyske jernbaneverket kjører egentlig t-bane for Det tyske riket. En forlengst oppløst stat.

Også vestberlinere var ansatt i det østtyske jernbaneverket. En av disse var Wolfgang Ebel, som bodde i et møkkete, lite mursteinshus i Vest-Berlin. I 1980 streiket de vesttyske ansatte i det østtyske jernbaneverket. Wolfgang Ebel var en av de streikende, og det endte med at han fikk sparken. Dette hadde han på ingen måte tenkt å akseptere. -DDR hadde vel ikke myndighet til å gi ham sparken?! Han jobbet jo for Det tyske riket!

Beklageligvis var det for tiden ingen som representerte Det tyske riket lengre. Så da påtok den storsinnede Ebel seg denne jobben! Han utropte like godt seg selv til Rikskansler for Det tyske riket. Til dette bør bemerkes at Tysklands siste rikskansler var en hissig, liten østerriker, som (eh…) takket av i 1945. Siden den tid er det tittelen forbundskansler som har vært i bruk.

Rikskansler Ebel markerte tilholdssted for sin «kommissariske riksregjering» med et skilt ved postkassen sin. Så spilte han inn følgende melding på telefonsvareren sin: Den kommissariske riksregjerings kontor. Rikskanslerens provisoriske embetssete. Ønsker De å legge igjen en beskjed, vennligst oppgi Deres navn, stilling og dato.

Han erklærte at grensene for dette riket var de samme som grensene som gjaldt for Tyskland frem til 31. desember 1937. Så begynte han med det riksborgere senere har spesialisert seg på; brevskriving og kverulering med offentlige kontorer. I tillegg anla han søksmål etter søksmål for å få godkjent sitt «embete». Ingen førte frem.

Under en av mange rettssaker i løpet av 80-årene ble han erklært strafferettslig utilregnelig av en psykolog. Bakgrunnen for dette var hans forestillinger om ymse offentlige embete i dette (ikke-eksisterende) tyske riket. En rekke tiltaler mot ham ble av denne grunn frafalt. Innad blant tilhengerne hans ble det imidlertid erklært som en rettslig seier. “-Rikskansleren nyter rettslig immunitet!”

Siden den tid har muren falt, Tyskland blitt gjenforent og titusener av tyskere har nektet å betale skatt ved å påberope seg statsborgerskap i en fantasistat. Ebel selv døde 29. desember 2014. Det gjorde dessverre ikke idéene hans.
